الصَّدَقَةُ المُنَظَّمَة وبرامجُ ال رعايةِّ الاجتماعيةِّ في مؤسسةِّ الحياةِّ للإغاثةِّ في نيجيريا

Abstract

Conventional fiscal mechanisms in Nigeria have struggled to address persistent multidimensional poverty and financial exclusion, necessitating the development of alternative institutional models. Aṣ-Ṣadaqah al-Munaẓẓamah (institutionalised Ṣadaqah) presents a promising model for resource mobilisation and sustainable community support, yet empirical assessments of its effectiveness remain limited. This study assessed the capacity of aṣ-Ṣadaqah al-Munaẓẓamah to promote socio-economic development, using Al-Hayat Relief Foundation as a case study. A convergent parallel mixed-methods design was adopted, comprising 664 valid quantitative responses using a census-based sampling and 10 purposively selected staff interviews. Data were gathered through a validated questionnaire, which demonstrated high internal consistency for the primary scales, and structured interviews. Quantitative procedures comprised Pearson correlation, One-Way and Repeated Measures ANOVAs, and paired-samples t-tests, while qualitative data were thematically analysed and integrated at the interpretive stage. Results revealed a strong, positive, and statistically significant association between Organisational Capacity and Socio-Economic Outcomes, with regression estimates further indicating substantial explanatory strength. Significant differences were observed in poverty alleviation, financial inclusion, and community empowerment across membership groups, though overall mean perceptions remained highly positive and associated effect sizes were small. While overall programme effectiveness variance was non-significant under a repeated-measures framework, exploratory post-hoc comparisons indicated that Educational Support was rated significantly lower than Microfinance and Healthcare, with small practical effect sizes. Financial data triangulated these perceptions, revealing that the Foundation disbursed ₦19.01 million between 2021 and 2025, with a primary concentration (₦12.44 million) on healthcare, thereby reducing medical vulnerability and enhancing community welfare resilience. The study concluded that aṣ-Ṣadaqah al-Munaẓẓamah, as implemented by Al-Hayat Relief Foundation, constitutes an effective Islamic social welfare model for addressing multidimensional poverty in Nigeria. Consequently, public sensitisation efforts in rural and low-income communities, professionalising monitoring and evaluation, enhancing digital processes, and strategically improving Educational Support were recommended.
